GD-OTS is seeking a Program Planner to join our program planning team in our Headquarters in St. Petersburg, FL.  As part of our team you will ensure the timely, accurate and complete planning and scheduling for all materials, services and related components to support GD-OTS Programs. Lead the development of work break down structures and program schedules in coordination with the integrated program team (IPT). Maintain  the master production schedule for subcontracted assembly operations, and participate on Bids and Proposals teams to represent Planning function and ensure all Planning related activities are undertaken and completed in accordance with defined timelines. 

Major Position Responsibilities


Essential Duties and Responsibilities:

  • Supports proposal activities including Integrated Master Plan (IMP) and Work Breakdown Structure (WBS) development.
  • Develops, statuses, and analyzes Integrated Master Schedules (IMS) in sufficient detail to monitor progress and risks; assess program status and overall schedule health, and identifies performance issues in a timely manner to relevant stakeholders. Use of critical path methodology and application in network development, analysis, and problem resolution is required.
  • Coordinates with IPT leads and Control Account Managers (CAMs) to ensure schedule status is provided, formulate and recommend corrective action measures such as schedule revisions, recovery plans, or modification of work requirements.
  • Develops/maintains Earned Value Management System (EVMS) and other program performance metrics (e.g. Critical Path Index, Baseline Execution) ensuring cost/schedule integration and provides monthly status and analysis as necessary.
  • Identify, develop and lead the implementation to existing and new business systems, such as MS Project Server, to enhance GD-OTS ability to meet its objectives in an automated and efficient method.

Basic Qualifications

  • Bachelor’s degree desired in Business, Finance, Accounting, Engineering; or 15 years related experience.
  • Ten or more years’ direct experience in program planning/scheduling and implementation within the defense contracting industry.
  • Specific experience using critical path scheduling methodology, conducting schedule health assessments and schedule risk analysis required.
  • Project Management Professional (PMP) or equivalent certification strongly desired.
