We are seeking a Senior Manager of Contracts to join our Williston, VT team. The ideal candidate will serves as the senior level contracts representative, with the primary duty to directly support and provide contractual leadership and direction to the program team. This dynamic person will lead the Contracts function and serves as the subject matter expert for the program team on all contractual matters. They will be the primary point of contact for customers related to all contractual matters, with primary responsibility for cultivating and maintaining positive and constructive work relationships with all levels of the customer’s contracts organizations (Government and/or prime contractors).

Major Position Responsibilities

  • Directly supports and supervises all activities associated with contracts from the proposal phase through contract close, including leading contract discussions and negotiations, understanding and communicating contract risks and mitigations, reviewing terms and conditions, communicating contract requirements to the program team, managing contract changes and monitoring proposal and contract performance.
  • Provides advice and guidance to  program team on a variety of matters related to proposals and contracts, including terms and conditions, contract requirements, contract performance, Request for Equitable Adjustments and claims, Nondisclosure Agreements, cost or pricing data, and contract compliance.
  • Develops and demonstrates knowledge of federal procurement contracting laws, regulations and procedures and demonstrates working knowledge of how to comply with them.


Communication & Interaction: 

  • Represents the program team as prime internal and external contact on contract matter. 
  • Critical and active member of contracts / program teams and Integrated Product Teams (IPTs)
  • Conducts briefings and holds various meetings with customer representatives.
  • Interacts with and directly supports functional managers concerning matters of significance to the program team or company

  • Failure to meet objectives may result in the failure of major programs or initiatives and the company's ability to achieve annual or future goals.
  • Decisions could affect the financial, employee, or public relations posture of the company. 
  • Erroneous decisions or recommendations could result in failure to achieve major goals and objectives of the organization.
  • Drafts contract documents, Contract Release and Instructions (CRIs) and delegates to others as appropriate
  • Supervises and reviews the work of Contracts Administrators to ensure completeness and accuracy and to limit GD-OTS risk to the greatest possible extent.
  • Ensures that staff members understand and comply with GD Corporate and GD-OTS safety requirements, and policies, procedures and work instructions, as well as governmental and commercial procurement laws, regulations and policy guidance. Maintains a level of knowledge of current trends and developments in relevant contracting and legal regulations and developments affecting the company, its customers and industry.
  • Evaluates staff performance, recommends awards and promotions or disciplinary actions as appropriate.
  • Responds to various data calls, primarily from GD-OTS HQ for information, to support SOX compliance, non-SOX audits, management reports, proposal status reporting, and general contract requirements that need to be reported at a corporate level.
  • Provides on-the-job training for staff and functional representatives and develops backups for self and staff.
  • Scope Information: May have delegated authority from the President of the company and is the signing authority for the program or business segment.
  • Supervises employees with different skill sets and develops back-ups as necessary. Determines and establishes contracts priorities and workload subject to approval by Sr. Director Programs.
  • Writes and communicates contracts’ local policies and procedures.  Directly supports implementation of the company’s Delegation of Authority. Also supports the program team directly and indirectly in customer correspondence and offers.   Completed work is reviewed as necessary for desired results.
  • Interprets, executes, and recommends modifications to company-wide policies.
  • Responsible for the successful operation of activities of major significance to the program team. 
  • Directly support or delegates workload to staff members. Is responsible to ensure that overall performance standards are realistically set and attained.

Basic Qualifications




  • Bachelor’s degree and/or equivalent experience


  • Master's degree and/or equivalent experience
  • Professional certification such as CFCM or CPCM is desired.





  • 12 or more years of applicable experience and experience with FAR and DFARS regulation
  • Experience with international contracting


  • Government and Commercial contract law and regulation; Federal Acquisition Regulation (FAR) and Department of Defense FAR Supplement (DFARS); Sarbanes-Oxley Act; Intellectual property rights; Warranty; Indemnity; International and Foreign Military Sales; Truth in Negotiation Act; export compliance laws including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR); GD-OTS’ systems and processes preferred.
