The BD Manager III (Government Relations) develops and manages the building of key strategic partnerships and business relationships with corporate government relations, government, associated authorities, and all committees. In addition, this position also supports and protects General Dynamics Ordnance and Tactical Systems’ (GDOTS) interests, policies, and objectives involving local, state, and federal government affairs.

• Responsible for retaining and expanding existing company relationships for one or more divisions, product lines, or market segments, and soliciting new business from prospective customers.
• Administers long-term strategic plans for the growth of the organization.
• Assists in the development of strategies for identifying and responding to business development opportunities, which may include internal expansion into new markets or external expansion via partnerships, mergers, acquisitions, or joint ventures.
• Develops and maintains positive relationships with customers and ensures ongoing satisfaction of the partner organization.
• Gathers and analyzes data evaluating new business opportunities or assessing potential markets, to assist executive teams in decision making and planning.
• Prepares proposals, reports, or presentations demonstrating the potential value of new business opportunities.
• May also include responsibilities for International Business Development Including:
• Overseeing attainment and improvement of international competitive position. Develops strategies to maximize sales volumes through effective financial management. Implements international marketing and sales policies. Evaluates program results to enhance operations and accomplish further success.

Cultivates and maintains relationships with government representatives to advance organizational priorities. Identifies public policy issues, prepares formal communications, and builds governmental and public support. Contributes to strategy development aligned with applicable laws and regulations. Monitors and analyzes pending legislation, evaluates organizational impact, and formulates appropriate responses.

• Required education and experience: Associate's Degree and 5-7 years' experience OR Equivalent Combination of Relevant Education &/or Experience
• Critical professional related technical skills; computer skills: Proficient in Microsoft Office (Excel, Word, PowerPoint)

• Skills: Ability to provide analysis of proposed legislative actions. Able to monitor, analyze, and comment on pending legislation that may impact organizational operations.
• Preferred education and experience: Bachelor's Degree
• Discipline/Major: Business, Sales, Marketing or other related degree preferred
• Additional Knowledge, skills & abilities: Ability to foster teamwork. Strong Oral and Written Communication including Microsoft Office Proficiency. Persuasive Communication Skills. • Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.
• Requires regular movement throughout GD-OTS facilities.
• Work primarily in a climate-controlled environment with minimal safety/health hazard potential.
