Job Summary

Participates in the development and fulfillment of contract requirements in the purchase or sale/delivery of equipment, materials, products or services | Evaluates contract compliance and advises others on contractual rights and obligations | Requests or approves amendments to contract terms or contract extensions | Prepares bids or requests for proposals (RFPs), including specifications and requirements; negotiates contract terms and participates in the determination of acceptable bids

please note: because this role involves a combination of collaborative/in-person & independent work, it will take the form of a hybrid work format, with time split between working onsite and remotely and ideally will be located at one of these locations - St. Petersburg, FL / Scranton, PA / Mesquite, TX

Essential Functions

  • Directs all activities in the organization's contracts administration function.
  • Oversees the preparation and administration of bids, proposals, negotiations, and contracts that follow company policies and legal requirements.
  • Directs the contracts administration staff and guides compliance with complex contractual and regulatory requirements.
  • Directs and develops policies and processes that govern the contract administration staff and provides guidance on contract terms and the assessment of contract proposals.
  • Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations.
  • Negotiates complex or high-value contracts.
  • Leads and directs the work of other employees and has responsibility for personnel actions including hiring, performance management, and termination with concurrence from HR & Senior Leadership.

Required Qualifications

  • Required education and experience: Associate's Degree and 10-12 years' experience OR Equivalent Combination of Relevant Education &/or Experience
  • Critical professional related technical skills; computer skills: Proficient in Microsoft Office (Excel, Word, PowerPoint)

Preferred Qualifications

  • Preferred education and experience: Bachelor's Degree
  • Discipline/Major: Business or relevant degree preferred
  • Additional certifications: NCMA Certified Professional Contract Manager (CPCM) preferred
  • Knowledge, skills & abilities: Leadership skills, contract compliance, lifecycle management, negotiation, management and administration, review, contracting terms and conditions, contract management software.
  • Other: Government contracts within the defense industry experience preferred, Strong written, digital and verbal communication skills in both an individual and team environment, Willingness and ability to travel possible international.

Physical Requirements

  • Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.
  • Work primarily in a climate-controlled environment with minimal safety/health hazard potential.

Pay Range (USD)

$147,070.00 - $273,130.00

Pay Transparency Statement

The salary range displayed reflects the minimum and maximum for salary for this position. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, internal equity, and relevant education or training. Your recruiter can share more about the range during the hiring process.

Additional Compensation - ICP

Hired applicant will be eligible to participate in the Company’s Incentive Compensation Program.

Benefits

The individual selected for this role will not receive compensation or benefits from GD-OTS and will not be an employee, agent or contractor of GD-OTS but rather will remain an employee of the DoD and will receive compensation and benefits through the DoD.

PTO, Holiday, and Family Leave

Employees will receive 11 paid holidays and 120 hours of PTO annually and up to 3 weeks paid family leave.
