Overview

General Dynamics Ordnance and Tactical Systems (GD-OTS), a premier provider of ordnance weapons and tactical systems to the U.S. Department of Defense and allied nations, has an opening for an onsite Programs Manager II to join our St. Petersburg, FL Team.

Summary: 

 

Plans, monitors and manages internal programs from initiation through completion. Leads or coordinates programs, resourcing, staffing, progress reporting, troubleshooting and indirect people management. Monitors performance and recommends schedule changes, cost adjustments or resource additions. Responsibilities are within the Project Management function as a generalist or in a combination of disciplines.

 

Project Planning and Execution:

  • Develops detailed project plans, including scope, timelines, resource allocation, and budgets.
  • Manages project execution, ensuring adherence to plans and addressing any issues or changes proactively.
  • Identifies and manages project risks and implements mitigation strategies.
  • Oversees project deliverables, ensuring they meet quality standards and stakeholder expectations.

Stakeholder Management:

  • Acts as a primary point of contact for project stakeholders, including clients, cross-functional teams, and management.
  • Manages stakeholder expectations and communicates project status effectively.
  • Facilitates project meetings and ensures clear communication and alignment among team members.

Project Monitoring and Control:

  • Tracks project progress and identifies potential issues or risks.
  • Monitors project budgets and ensures adherence to financial constraints.
  • Develops and implements contingency plans to address potential problems.
  • Prepares and presents project status reports to stakeholders.

 

Other Duties:

  • May be involved in developing and designing new projects.
  • May coordinate with other work streams, projects, and initiatives.
  • May be responsible for ensuring adherence to project management methodologies and best practices.

 

Major Position Responsibilities

  • Has P&L responsibilities for a specific program.
  • Implements and administers one or more corporate programs, typically consisting of multiple programs or sub-programs.
  • Executes programs that meet the needs of the organization or its employees or customers.
  • Participates in all aspects of corporate programs, including planning, budgeting, staffing, and performance.
  • Promotes the program throughout the organization and tracks utilization.
  • Supervises the work of program or project staff to ensure that work in completed on time or in accordance with established standards or specifications.
  • Evaluates program effectiveness by collecting and analyzing data in support of key performance metrics.
  • Ensures that activities are in compliance with organizational policies and any relevant external regulations.
  • Provides reports and updates to senior management or other stakeholders.

 

Basic Qualifications

Required Qualifications:

  • Associate's Degree
  • OR equivalent combination of relevant education and/or experience
  • 2 - 4 years experience relevant to the positions functional area

Preferred Qualifications:

 

  • Bachelor's degree or equivalent experience 
  • Project Management Professional (PMP) or other relevant project management certifications
  • Earned Value Management (EVM) experience 
  • Professional contracting certifications at the state or national levels, such as certifications offered by NCMA - CPCM, CFCM, CCCM, CCMA
  • Working knowledge of munitions: associated platforms, strategic and tactical systems, and military munitions/platform interface requirements

 

Knowledge, Skills & Abilities:

  • Strong computer skills, administrative data control, scheduling and team interface
  • Strong written, digital and verbal communication skills in both an individual and team environment
  • Looks for ways to improve and promote quality
  • Must be able to possess strong, planning, execution and multitasking skills and have demonstrated ability to re-prioritize on the fly
  • Must be able to manage quickly changing priorities while meeting deadlines
  • Works within the highest level of integrity, ethics and safety

  • Decisions are guided by policy, procedures and business plan
  • Professional demeanor and presentation skills for frequent meetings, presentations

Other Requirements:

  • Must be able to remain in a stationary position at a desk and/or computer for extended periods of time

  • Work primarily in a climate-controlled environment with minimal safety/health hazard potential

  • Proficiency with MS Office 365 tools
  • Willingness and ability to travel 25% of time
